As long as you have the money for it I'm sure you can.. you need to talk to a city official though.

I would say that up to 2 hours before sunset or so should be fine. You mainly just want to take pictures outdoors later in the day, when the sun is lower in the sky. You don't want to take photos right in the middle of the day because if the sun is directly overhead, the light is too harsh and it will make colors look washed out. But I would say that late in the afternoon should be fine. So maybe starting around 5:30 pm or so.

Yes, it's true that the hour right before sunset has amazing light and it will cast everything in a warm tone with a "golden" color. But it's very tricky to take photos right before sunset...the sun goes down FAST and you don't have much time at all. There's a very narrow window where you'll have enough light. Before you know it, the sun will go below mountains or trees and everything will be too dark. If you do want to take pictures right at sunset, then I would plan the spot ahead of time and be ready. Think about where the sun will be, where everyone will be posing, and how the light will hit your subjects. The point is, when the last part of the "Golden Hour" arrives, you've got to be ready with your camera because the sun will be going down FAST and you won't have much time. Especially since you're so far north.
